The all India counseling for MBBS/ BDS seats in deemed universities across India has commenced for the session 2019-20. It is a challenge for medical aspirants to fill the choices of deemed universities for the online counseling. This article aims to provide them some help.
Medical Colleges Participating in the Deemed Universities Counseling
Overall, 42 colleges are participating in the deemed universities counseling and they are offering 7099 MBBS seats under the following categories:
- Jain Minority Quota – 64 seats
- Management Quota – 5867 seats
- Muslim Minority Quota – 100 seats
- Non-Resident Indians (NRI) Quota – 1068 seats

Criteria to Select the Deemed Universities
Generally, candidates use the following criteria to select/ rank the colleges for the online counseling:
- Annual fee charged by the college
- Cutoff rank of the college in the previous years
- Ranking of the college – for example, NIRF ranking
- Popularity of the college – for example, KMC Manipal is a well-known and popular college
- Age of the college – whether it is a new college or a well-established college
- Colleges that are closer to you in terms of location

What Should You Do Before Locking the Choices?
Here are some guidelines that you may consider before locking your choices for the deemed universities counseling.
The most important criterion for many candidates is the cost of the MBBS course. Many of them are keen on selecting the university based on the annual tuition fee.
You may find the annual fees of each university at MCC’s web site under the ‘Participating Institutions‘ tab. You may also refer to the article Deemed Universities Counseling 2019: All You Need to Know, where I have compiled the fee structure for the colleges participating in the centralized all India counseling.
But, does the annual fee alone determine the total cost of the course? The answer is NO.
While the annual tuition fee is probably the main and largest component, you should also consider the following items before arriving at a conclusion:

1. Annual tuition fees of the college
This component, probably, is easier to check and compare. Dr. DY Patil Medical College, Navi Mumbai charges an annual fee of 25.75 lacs, while the recently established Sri Siddhartha Academy, T Begur charges only about 11.16 lacs per year.
2. Yearly fees that needs to be paid on top of the tuition fees
This includes, but not limited to the development fees. For example, BV Deemed University Medical College, Sangli charges 1.73 lacs per year as development fees.
3. Additional fees that needs to be paid at the time of admission
This includes, but not limited to admission fees, university registration fees, eligibility fees, health insurance premium, library fees, sports fees, special fees, miscellaneous fees, etc.
For example, DY Patil Medical College, Pune charges eligibility fees at 15% of the Annual Tuition Fees (only for 1st year). This works out to an additional fee of 3.3 lacs that needs to be paid at the time of admission.
4. Yearly increase of annual fees
Several colleges increase the annual fees at a certain rate per year.
For example, the annual fees of MM Institute of Medical Sciences and Research, Mullana increases at 10% per year. So, the annual fees of 15 lacs per year might increase to 16.5 lacs in the second year, 18.15 lacs in the third year and 19.965 lacs in the fourth year.
Compare this to KMC Manipal – this college charges a uniform annual fee of 13 lacs per year and it does not increase during the duration of the course.
5. The number of years for which you need to pay the tuition fees
Some colleges charge the fees for 4.5 years, while many of them charge for 5 years.
For example, Vinayaka Mission’s Kirupananda Variyar Medical College, Salem charges 20 lacs per year and it has to be paid for 5 years.
Compare this to KMC Mangalore – this college charges an annual fee of 13 lacs; however, the fee for the fifth year is only 6.5 lacs.
6. Security deposit that needs to be paid
For example, you need to pay Rs. 50,000 as caution money to DY Patil Medical College, Pune
7. Bank guarantee
For example, DY Patil Medical College, Navi Mumbai requires the students to submit a bank guarantee for the entire course (4.5 years)
8. Hostel fees
This could vary depending on the type of accommodation to be availed (for example, triple shared room, double shared room, single room, air-conditioned, non-air-conditioned, bath attached, etc.)
9. Mess fees
Typically, mess fees is based on a sharing basis. So, you may not be able to determine this cost upfront. But, you can get a rough idea. However, this is not going to make a huge difference to your overall cost.
10. Additional conditions
For example, DY Patil Medical College, Kolhapur insists that the hostel is compulsory for all students throughout the course.
I suggest you to go through each and every detail provided by the colleges to MCC. Don’t restrict yourself to the annual tuition fees component.
You should also visit the web site of each college to see if you can find more information. For example, the fees to be paid at the time of admission for Mahatma Gandhi Medical College, Puducherry is listed as 20 lacs at the MCC web site. However, they charged an additional 1.55 lacs in 2018 as “Other fee” at the time of admission. This information was displayed at their web site, which was not mentioned in the MCC web site.
Think 10 times before selecting a deemed university!
