In this article, I will explain the various types of medical colleges available in Tamil Nadu, the various categories of MBBS seats offered by those colleges, seats available category wise and the counseling procedure for those MBBS seats.
Types of Medical Colleges Available in Tamil Nadu
- State government medical colleges
- Semi-government medical colleges
- Private self-financing medical colleges
- Non-minority medical colleges
- Minority medical colleges
- Medical Colleges affiliated to Deemed Universities
Category of Seats in Medical Colleges of Tamil Nadu
A. All India Quota (AIQ) Seats
Every state government, except Jammu and Kashmir, surrenders certain seats from its government colleges to the Directorate General of Health Services (DGHS), Union Ministry of Health & Family Welfare. These seats are known as All India Quota (AIQ) Seats.
The Medical Counseling Committee (MCC) of DGHS conducts counseling for the AIQ seats. Any candidate who has qualified NEET can apply for the AIQ seats, except candidates from Jammu and Kashmir. There is no requirement of domicile.
A candidate from a particular state can opt for a college from his/ her own state (or) any other state in the AIQ counseling. For example, a Tamil Nadu candidate can opt for Madras Medical College in the AIQ counseling or he/ she can opt for Maulana Azad Medical College. He/ she is free to choose any college that is listed in the AIQ counseling.
Only government colleges (and some semi-government colleges) participate in the AIQ counseling. Private colleges and deemed universities are not part of the AIQ counseling.
Seats surrendered by Tamil Nadu government to DGHS for AIQ Counseling:
- 15% of the seats in each government medical college
- 15% of the seats in each semi-government medical college
B. Tamil Nadu Government Quota/ State Quota Seats
Certain seats from each government college and private self-financing college are offered as State Quota/ Government Quota seats. For the seats under this quota, only candidates of Tamil Nadu domicile are eligible. Candidates from other states are NOT eligible to apply for these government quota seats.
The following are the seats offered under government quota:
- 85% of the seats in government colleges
- 65% of the seats in Private self-financing non-minority colleges
- 50% of the seats in Private self-financing minority colleges
The counseling for government quota seats is conducted by the Selection Committee, Directorate of Medical Education, Government of Tamil Nadu.
C. Management Quota Seats in Private Self-financing Colleges
The following seats are offered as management quota seats:
- 20% of the seats in Private self-financing non-minority colleges
- 35% of the seats in Private self-financing minority colleges
The seats offered by non-minority colleges are available to Tamil Nadu candidates as well as candidates from other states. However, seats offered by minority-college are available only for minority candidates belonging to Tamil Nadu.
The counseling for management quota seats in private self-financing colleges is conducted by the Selection Committee, Directorate of Medical Education, Government of Tamil Nadu.
D. NRI Quota seats in Private Self-financing Colleges
15% of the seats in each private self-financing college is offered as NRI seats. These seats are available for candidates from Tamil Nadu as well as candidates from other states, who fulfill the NRI requirements.
The counseling for NRI quota seats in private self-financing colleges is conducted by the Selection Committee, Directorate of Medical Education, Government of Tamil Nadu.
E. Management Quota Seats in Deemed Universities
85% of the seats in each deemed university are offered as management quota seats. These seats are available to all India candidates.
The counseling is conducted by MCC, DGHS as centralized counseling for most of the deemed universities across India.
F. NRI Quota Seats in Deemed Universities
15% of the seats in each deemed university are offered as NRI quota seats. These seats are available to all India candidates, who fulfill the NRI requirements.
The counseling is conducted by MCC, DGHS as centralized counseling for most of the deemed universities across India.
G. Insured Persons (IP) Quota in ESIC Medical Colleges
20% of the seats in each ESIC medical college of Tamil Nadu are reserved for wards of Insured Persons. These seats are available to all India candidates. The counseling is conducted by MCC, DGHS as centralized counseling for all ESIC medical colleges across India.

Note: Semi-government Colleges include ESIC Chennai, IRT Perundurai and Rajah Muthiah Medical College
Seat Distribution by Type of Colleges
To summarize, Tamil Nadu offers a total of 7000 MBBS seats. Of these seats, 3250 seats are offered by government colleges, 350 seats are offered by semi-government colleges, 1800 seatsย are offered by private self-financing colleges and 1600 seats are offered by deemed universities.
The counseling for the above 7000 seats are conducted by two authorities. Medical Counseling Committee of DGHS conducts counseling for 15% All India Quota seats and 100% seats in deemed universities. The counseling for the remaining seats is conducted by the Tamil Nadu Directorate of Medical Education.

State ranks on july 2nd will give clear idea o ur chances! based on provisional NTA data released to TOI, it is very likely you might have a chance to secure seat in one of the govt colleges other than MMC, SMS, KMC +/- MADURAI/KOVAI. Worse scenario, u will get 100% certain in SF-govt college quota. Good luck

As of now, we have got confirmation for increase of 400 seats in Tamil Nadu (50 seats in government colleges, 150 seats in private colleges and 200 seats in deemmed universities).
Though not confirmed, there is a chance of getting approval for another 100 seats in government colleges this year.
